The Nice Côte d´Azur Metropolis has developed new digital crisis management tools from which Microsoft will draw inspiration to help other communities for free. In order to deal with the COVID-19 epidemic and the dissemination of masks to the entire population, the Nice has developed digital logistics management tools. Microsoft has praised the quality of work of the engineers of the Metropolis and will use it as inspiration to provide services to other French communities.
Thirty engineers and technicians from the IT Systems Department of the Nice Côte d’Azur Metropolis developed, at the request of Christian Estrosi, agile and scalable internal digital tools making it possible to manage two major challenges: the implementation of the mask distribution at the Palais des Expositions in Nice allowing local health actors to equip themselves, and the distribution of 1.2 million washable and reusable masks to the inhabitants of Nice and the municipalities of the Metropolis.
The Métropole teams have thus created an online registration form and a digital internal work application to optimise logistics, facilitate inventory management and limit the waiting time for applicants once on the spot.
The teams have also developed an information device for all locals for the distribution of reusable masks, an online registration form and a call platform for people without access to the web, a simulator and mapping to organise the four daily time slots and avoid waiting for residents in front of the 51 nearby distribution sites, an automatic sms / email system for sending QR codes to speed up the removal of masks. 50,000 requests were registered on the first day of registration. A total of 148,473 requests were registered. 658,288 masks were distributed in Nice to 329,144 Niçois. 100% of registered Nice residents were equipped by 9 May. The metropolis thus ensured a solid architecture, optimal data security and carried out several ramp-up tests. The teams also created a specific digital form, simple and easily appropriated, to allow the 1,000 volunteers mobilised for dissemination, to be able to do it simply and quickly. Additional tools have also been developed: daily follow-up of people who were unable to honor the appointment, detection of abusive requests, attendance simulator, monitoring of daily statistical data: monitoring of the quantities distributed per day (dashboard ), list with distribution / non-distribution counters per site and day, handling of anomalies, etc.
